The first stage where this strategy bears its fruit is at the elementary school. There , the learners are provided with the material means they need so as to pick up the basic facts they should understand at this stage . They are also put in the care of qualified and experienced educators who receive good salaries and appropriate consideration either from the authorities or from the population . In addition , the programmes to teach are prepared carefully and get regularly updated to comply with the multiple changes that happen in the different fields oh human activities .
During the next phases in their educational process , the students attending courses at the university get gradual access to more suitable opportunities that will not only further their learning but also enrich their personality and build up their maturity . Little by little , they get in contact with the professional environment where they have the occasion to test their intelligence and put into practice all the information they have gained previously .
