لا أستطيع الشراء بواسطة paypal

السلام عليكم ورحمة الله وبركاته
لقد شحنت رصيدي بالبيبال خاصتي والمفعل عن طريق بطاقة paoneer لكن المشكل أنني لا أستطيع استعماله حيث أنه عند رغبتي في شراء سلعة أو خدمة ما وبعد إدخال الايمايل والرقم السري تظهر لي هاته الرسالة؟
