وتاع Wish راهو regret معناها نديروا past perfect وتولي هكذا
I wish that teanagers had not been treated as inveestments that generate huge profits
الجملة راهي في passive علابيها نبقاو في نفس la forme

using this form to answer the last question means that the act of treating children like investments was occurring in the past and now is over which is not the case . as for regret it is expressed using the negation ,meaning the word not
so the answer is correct as it is

Well,in the sentence given we have I regret and I guess you've dealt with the lesson of expressing a wish
when you regret something automatically you use the past perfect (we regret something happened in the past)
Of course it's over but we still feel ashamed of that thing
it has nothing to do with not or negation,it has to do with the meaning
For me,the sample is wrong
