In order to lift limitations, you need to provide information to PayPal. Start by reviewing the email we sent to you informing you that your account was limited. Take a look at the details about the limitation and provide any requested information as soon as possible. Once you’ve done this, we will review the information and will usually respond within 24 to 72 hours.
Here's how to complete the steps necessary to have your limitation reviewed:

Log in to your PayPal account.
Click Resolution Center near the top of the page.
Find the "Begin a limitation review" box.
Click Resolve under the Action column beside each step.
When you have completed each step, your account will be reviewed. We will send you an email updating you on your account status. As soon as we have confirmed that the necessary steps have been completed we will remove the limitation from your account.
