Plan of economic recovery
President Boumediene came in 1965 after the coup d'état, and was more realistic. The years 1967-69 were the planning phase. The State Secretariat for Central Planning, which is affiliated to the Ministry of Finance, was established in 1970, stressing the desire of the Authority for social and financial investment. The Secretariat established the first scheme 1970-73 and the second four-year plan 1974-77, which changed the agricultural orientation to industrialization. Then came the policy of patching between 1977-79 to create other strategies.
President Chazli's (more realistic) period saw the emergence of the 1980-84 pentagram and the second quintile 1985-89 aimed at diversifying the country's income, highlighting the less idealized president's view. FLN party held its special conference to choose Shazli bin Jadeed Khalifa Boumediene who died of a rare blood disease in 1978. 1985-89 saw more interest in the agricultural sector, commercial independence with the back of the Secretariat and the former Ministry of Planning.
