well for a start, I'd encourage "reading" by building more sofisticated libraries. Then I would try to stop buying and selling drugs, and I would create more chances for the youth to work, to study, .. I would also do anything that brings back islamic ethics. I would apply Islamic rules in everything, so the futur would be so great.
